This position is eligible for a $5,000 sign-on bonus for employees new to state government or rehires who have not worked for the State in the previous 6 months.
The selected candidate may be eligible to receive relocation expenses as outlined in the DNRC Moving and Relocation Policy.
Work Unit Overview:
The State of Montana, specifically DNRC Water Resource Division’s State Water Projects Bureau, administers the operation, maintenance, management, and rehabilitation of 19 Water Storage Projects including 23 dams and over 250 miles of irrigation canals. The Bureau also owns the Broadwater Missouri Toston Hydroelectric facility. The Bureau provides oversight of these projects by delivering inspection, instrumentation, engineering, and operation services. The Bureau also owns and manages real property associated with the Projects, and manages multiple haying, grazing, and recreational leases. The Bureau includes engineers, scientists, and operators.
Job Overview:
As Bureau Chief, the incumbent performs the management and supervisory engineering work necessary to plan, organize, and direct the activities of the Bureau.
Essential Functions (Major Duties or Responsibilities): These job functions are the essential duties of the position and are not all-inclusive of all the duties that may be assigned to the incumbent.
Personnel Management – Carries out supervisory responsibilities in accordance with state, federal and departmental policies, procedures and applicable. Responsibilities include overseeing, interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Fiscal Management - Develops operational budgets to facilitate accomplishment of each program’s requirements and objectives.
Contracts - Negotiates contract conditions, claims, change orders and disputes and makes final determination on engineering and contract matters within the Bureau.
Legislative, Board, and Public Relations - Under oversight of the Division Administrator or where delegated, serves as a spokesperson for the Bureau.
Manages the Water Rights of the Bureau.
Manages water purchase agreements, approves water purchase contracts and works directly with the Water User Associations.
Oversees and provides guidance to staff in MEPA/NEPA and permitting requirements.
Work is typically performed in the office; however, this position requires extensive travel and fieldwork. Travel may occur under various weather conditions, extend beyond normal business hours, comprise approximately 30% of total work time and be periodic in nature.

Minimum Qualifications (Education and Experience):
The position requires a Bachelor of Science degree in Civil Engineering
Five years’ progressively responsible work experience. Work experience must include three years of progressively responsible supervisory, management, and leadership experience preferably in a natural resource management or an environmental regulatory field.
Professional Engineer’s license is required.
Master’s degree in civil engineering or closely related field is desirable.
Special Information:
Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the most recently complete 36 months.
Applicants must be able to work in a variety of field conditions including traversing sloped earthen embankments, spillways, and uneven surfaces, climbing ladders, working in gate towers, conduits, manholes, and other confined spaces.
