The Purchasing Specialist provides independent, non-partisan professional support to the Legislative Branch. This role is responsible for a wide range of administrative and logistical tasks, including the purchasing, tracking, inventory management, and disposal of Branch computer equipment. The position works closely with the Agency Procurement Officer (APO) to ensure compliance with procurement law and state policies. Position is responsible for creating accurate inventory control measures and developing internal policies and procedures related to inventory management.
KNOWLEDGE, SKILLS, & ABILITES
· Substantial knowledge of office administration policies, principles, and practices, including office support and organizational procedures.
· General knowledge of state contracting and procurement laws, policies, and procedures.
· General knowledge of office practices and procedures, as well as the administrative support functions of an office environment.
· Knowledge on State of Montana travel policies and statutes.
· General knowledge of web content management systems and experience managing online content.
· Basic knowledge of state government structure and the Montana Legislature process.
· Ability to maintain confidentiality and handle sensitive departmental information with discretion.
· Ability to respond promptly and efficiently to assigned tasks, adapting quickly to changes and meeting deadlines.
· Ability to listen, read, and comprehend information and ideas presented clearly, and communicate those ideas effectively both verbally and in writing.
· Ability to adapt quickly to new situations and resolve problems of moderate complexity.
· Ability to establish and maintain effective working relationships with co-workers, legislators, legislative employees, and the public.
· Ability to act professionally, objectively, and impartially when interacting with Branch staff, legislators, and the public.
· Skill in effective communication, with the ability to handle telephone interactions professionally and courteously.
· Skill in time management and organization, ensuring assignments are completed accurately and on schedule.
· Skill in clear and concise presentation of information, both in oral and written formats.
· Skill in Microsoft Office 360 suite.
QUALIFICATIONS
Associate degree in a Business, technical, or related field plus five (5) years of relevant work experience or an equivalent amount of education and experience. Microsoft Office and Visio experience is preferred.
Equivalent combinations of education and experience may be considered.
This position will be allowed to telework only on a minimal basis - most work will be at the office.
