Job Overview:

This position serves as the GNA Business Program Manager in the Forestry Division's GNA Bureau. The position which is responsible for forest product sale functions; plans and evaluates business functions; maintains financial records; manages communication and documentation required for contract awards; tracks current and future restoration projects; analyzes GNA Bureau budgets and grants; recommends and coordinates budget adjustments; prepares timely fiscal reports; tracks and reviews procurement contracts; develops financial agreements with partnering federal agencies; and performs other program related administrative duties. This position reports to the GNA Bureau Chief

Essential Functions (Major Duties or Responsibilities): These job functions are the essential duties of the position and are not all-inclusive of all the duties that may be assigned to the incumbent.

Supervision:  This position supervises and manages 2 FTE employees.

Minimum Qualifications (Education and Experience):

Requires education and experience equivalent to a bachelor's degree in Business Administration, Accounting, Information Systems, or Natural Resource Management or a closely related field, and three (3) years of experience that emphasize accounting or budgeting, business administration, or natural resource management related work.

Required knowledge, skills, and abilities:

This position requires advanced knowledge of the principles and practices of fiscal administration including governmental accounting and budgeting; GAAP and Governmental Accounting Standards Board (GASB); grant administration; procurement, contract administration; auditing methods and techniques; automated budgeting and fiscal system development and maintenance; and the department's funding and accounting structure. The position requires knowledge of public relations and communications; technical writing; business English, spelling and grammar; research techniques; records management and state retention rules; the functions and operations of various office software applications (e.g., word processing, database, spreadsheet, presentation, etc.).

This position requires skill in researching, interpreting, and analyzing information, providing clear and concise explanations of issues and procedures to cooperators and other staff, and in operating personal computers and business software applications. Proficiency in Microsoft Excel is required.

The position requires the ability to conduct research and analyze resulting facts; communicate effectively verbally and in writing; establish and maintain effective and positive working relationships; work independently within program goals and objectives; and to organize work.

SPECIAL INFORMATION: 

Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the most recent completed 36 months.

ELIGIBILITY TO WORK: 

In accordance with the Immigration Reform and Control Act, the person selected must produce within three days of hire documents that show authorization to work in the United States. Examples of such documentation include a birth certificate or Social Security card along with a driver’s license or other picture I.D., or a U.S. passport, or a "green card"
