This position may be eligible for a statutory $1.00 an hour base pay increase effective on July 1, 2026.

JOB DUTIES:
Assist the Reemployment Services and Eligibility Assessments Grants (RESEA) Program Manager in leading, motivating, mentoring, and overseeing the RESEA program, which aids unemployed individuals in their job search and reemployment efforts. The RESEA Program connects unemployment claimants with their local Job Service office in Montana, offering vital reemployment services, job training programs and other work readiness services. This position involves supporting the statewide RESEA team to achieve the program's goals, coordinating with management, and ensuring the delivery of high-quality reemployment services. The ideal candidate will have a strong background in workforce development, communication, and leadership skills and a commitment to helping individuals achieve their employment goals.
This position will support the RESEA Program Manager in the execution program responsibilities by performing the following:
- Research state and federal laws, regulations, and policies to help interpret and implement administrative guidance and processes.
- Work to effectively communicate program information, data and other professional and technical assistance; and may assist in coordinating program training.
- Gather and analyze data for various reporting requirements, as well as fiscal and program planning.
- Coordinate efforts between state agencies while ensuring compliance with privacy and confidentiality laws, rules and regulations.
- Assist in coordinating professional development, technical assistance, and training on RESEA requirements and service delivery, updating policy and procedures as needed.
- Incorporate new and/or revised regulations into policy documents and operations manuals. Providing program and policy instructions for distribution to businesses, division staff, workforce and economic development system partners
- May attend local, state, regional and national meetings on behalf of the Program Manager.
- Will understand and work with fiscal staff to monitor and track RESEA program expenditures.
KNOWLEDGE, SKILLS AND ABILITIES:
If you are the right person for this opportunity, you will have the following knowledge, skills or abilities:
Knowledge of (or ability to learn in a reasonable amount of time):
- Federal workforce programs, especially Unemployment Insurance, Reemployment Services and Eligibility Assessments Grants (RESEA) and Workforce Innovation and Opportunity Act (WIOA) Title I Programs
- State and Federal program reporting requirements
- Principles of program administration, rules and regulations, performance measures, and RESEA-specific performance indicators
- Labor market information and application, including regional, local, statewide, national, and global trends impacting workforce needs
- Montana’s state workforce system and key stakeholders
Ability to:
- Analyze, interpret and apply complex policies, data and monitoring results
- Technical writing skills, especially the ability to execute program training, operational guidance, technical assistance and other written work for diverse audiences
- Work effectively in a team environment and show initiative and accountability to maintain high productivity independently
- Partner effectively and productively in an environment of diverse teams
- Build trust across teams and foster strong relationships in a remote working environment
- Propose continuous improvement ideas and enhancements for program success
MINIMUM QUALIFICATIONS
Candidates with a strong mix of skills, experience and/or education in the above KSA’s in the fields of business administration, program management or human services are desired. Candidates may demonstrate competency in the KSA’s through at least five (5) years of experience in agency services or a related field, formal education (including certificates, credentials, or degree-based programs), or a combination of the two. A strong emphasis is placed on effective communication and productivity with diverse audiences, and fostering relationships, Candidates should clearly describe how their experience and education meets the identified KSA’s and provide examples in their cover letter that demonstrate their qualifications.
Any combination of equivalent experience and education to successfully perform the essential functions of the position will be considered.
