Job Overview:
The Technology Division provides information and data to the State Superintendent and OPI Executive Leadership, other OPI divisions, the Legislature, other agencies, the U.S. Dept. of Education, educational organizations, researchers, and the media, and provides leadership, direction, statistical analysis, forecasting estimates, supervision, and administration of office-wide data analyses. The Data and Technology Division has a leadership role in promoting a culture of data quality at the Office of Public Instruction. The division staff assists with the development of agency policies and establishment of procedures for collecting data from school districts in an efficient, effective, and timely manner. The staff fosters interagency cooperation by consolidating data requests and setting agency wide standards for requesting data and reports from local education agencies. Division staff also provides a key resource within the OPI in research and analysis to ensure that the appropriate data/information is used in an appropriate way and to answer the educational questions and research that users are pursuing.
Knowledge, Skills, and Abilities (Behaviors):
· Knowledge of project management concepts and methods
· Knowledge of typical project management documents (project plan, requirements and design documents, communications plans, test plans, etc.)
· Knowledge of computers, printers, local area, and wide area networks
· Knowledge in operating systems: Windows XP-10, Windows Server 2003 – 2016, CoreOS
· Skilled in configuring and installing complex networks and developing or supporting complex application systems
· Skilled in programming and scripting languages: Java, Python, T-SQL, VBScript
· Skilled in supervision, including hiring, performance appraisal, and disciplinary actions
· Skilled in establishing workable solutions to complex problems; providing leadership and directing the work of others
· Ability to motivate and evaluate subordinate staff
· Ability to create and maintain project schedules
· Ability to track project deliverables, track and resolve issues and ensure project completion within budget and schedule constraints
Minimum Qualifications (Education and Experience):
· BS/BA in information systems, computer engineering, computer science, or related field
· 5 or more years of senior supervision experience
