This role sits at the center of how the Department of Labor and Industry improves services for Montana businesses and communities. As the Business Analyst Supervisor, you will lead efforts to ensure programs are efficient, customer-focused, and aligned with policy and technology. POSITION OVERVIEW:
The Operations & Continuous Innovation Bureau provides agency-wide leadership in business analysis, process improvement, and operational alignment. This position supervises a team responsible for understanding program needs, documenting business processes, and translating those needs into clear requirements for systems, policy, and operational improvements.
The Business Analyst Supervisor serves as a strategic partner to bureau and division leadership, ensuring that solutions are well-defined, data-informed, and aligned with organizational priorities. This role strengthens consistency and accountability across programs by establishing standards, tools, and practices that support effective decision-making and implementation.

ESSENTIAL FUNCTIONS:
- Lead and develop staff: Supervises, coaches, and mentors a team of business analysts to ensure high-quality work, professional growth, and consistent performance.
- Guide business analysis practices: Establishes standards for requirements gathering, process mapping, and documentation to improve clarity, consistency, and outcomes.
- Translate needs into solutions: Works with leadership, program staff, and technical teams to define problems, analyze requirements, and develop clear functional and operational specifications.
- Advance continuous improvement: Leads efforts to evaluate and improve business processes using data, customer feedback, and structured improvement methods.
- Support system and project delivery: Participates in and supports phases of the software development lifecycle, ensuring alignment between business needs and technical solutions.
- Strengthen cross-program alignment: Identifies impacts and opportunities across programs to reduce duplication, improve integration, and enhance service delivery.
- Build stakeholder partnerships: Develops strong working relationships with leadership, project teams, and external partners through clear communication, collaboration, and shared goals.
REQUIRED SKILLS AND COMPETENCIES:
The ideal candidate will demonstrate advanced knowledge and proficiency in the following areas:
- Leadership and team development: Lead, support, and develop staff in a collaborative environment, setting expectations and fostering accountability and growth.
- Business analysis and requirements development: Gather, analyze, and translate business needs into clear, actionable requirements that guide system and process improvements.
- Strategic thinking and problem solving: Define problems using data and stakeholder input, evaluate options, and implement practical, outcome-focused solutions.
- Project and process management: Plan, coordinate, and track work in agile or hybrid environments, ensuring timely and high-quality deliverables.
- Communication and stakeholder engagement: Communicate complex information clearly to diverse audiences, including facilitating discussions, presentations, and training.
- Continuous improvement and change management: Lead and support process improvement initiatives using structured methods, while preparing and supporting stakeholders through change.
- Data-informed decision making: Use qualitative and quantitative data to evaluate performance, validate outcomes, and identify opportunities for improvement.
MINIMUM QUALIFICATIONS (Education and Experience)
- Demonstrated experience performing business analysis, including identifying needs, developing requirements, and supporting system or process improvements.
- Experience leading or supervising staff, or guiding teams and projects with responsibility for performance, accountability, and results.
- Experience working across programs or teams to improve processes, align priorities, and implement solutions.
- Strong written and verbal communication skills, including experience presenting information, facilitating discussions, or delivering training to varied audiences.
- Experience learning and applying new systems, tools, or processes in a fast-paced environment.
- Experience using data and metrics to evaluate performance and inform decisions.
A degree in business management, information technology, data, or a closely related field may supplement relevant professional experience but is not a substitute for demonstrated skills and competencies in the areas noted above. Equivalent combinations of education and directly related experience will be considered.
