Job Overview
The Rates Bureau is responsible for reviewing premiums charged and actuarial/statistical rating models utilized by insurance companies operating in Montana in compliance with applicable statutes.
This position of Deputy Rates Bureau Chief is responsible for reviewing premiums, and actuarial/statistical rating models, including complex filings, created by outside professionals and insurance companies to determine whether rates are actuarially/statistically justified and compliant with Montana laws. As directed by the Chief Actuary/Rate Bureau Chief, in this position as Deputy Rate Bureau Chief the incumbent will assist in monitoring the office workload, work assignments, distribution, and oversight. This position will provide leadership, training, and mentoring to internal and externally contracted actuaries and statisticians. This position will assist with the budget and overall daily continuing operations, while ensuring the timely and accurate delivery of services performed by the Rates Bureau. This position will assist the Chief Actuary/Rate Bureau Chief as directed with reviewing, analyzing new, proposed and/or revised laws, regulations, policies, and procedures to interpret meaning and impact. The Deputy Rate Bureau Chief will assist the Chief Actuary/Deputy Rate Bureau Chief in the implementing and monitoring policies, procedures, and standards of program services that are consistent with applicable laws and regulations. The incumbent in this position must be able to develop and articulate goals and objections in support of the Bureau’s and Agency’s visions and mission. As requested, this position will make presentations on behalf of the Commissioner. The incumbent in this position will have a high degree of contact with the highest-ranking officials, and insurance companies, with the opportunity to provide a direct input into decisions of statewide impact. The individual in this role will also assist the Chief Actuary/Rate Bureau Chief with recruiting and hiring of employees.

Qualifications – External
What are we looking for?
Minimum Educational Requirement:
- Bachelor’s degree in mathematics, Actuarial Science, Statistics, or a closely related field.
Minimum Experience Requirement:
- Minimum of eight (8) years of related actuarial, mathematical, statistical, or equivalent experience.
- Minimum of two (2) years of leadership, mentoring and training experience
- Education and/or training in programming (e.g., Python, R, etc.)
Preferred Education and Experience:
- Five (5) or more years insurance experience in life, disability (Affordable Care Act, dental, long-term care), property and casualty.
- Five (5) or more years of insurance regulatory experience.
* A combination of education and experience may be considered on a case-by-case basis.
