Required Knowledge, Skills, & Abilities
- Extensive knowledge of human resources, business management and organizational behavior concepts, principles and practices.
- Extensive knowledge of human resources law and policy.
- Ability to identify and cultivate mutually beneficial associations with key stakeholders to accomplish organizational goals and objectives.
- Ability to communicate tactfully and effectively both in oral and written communications including public speaking.
- Ability to maintain effective working relationships with staff, other agencies, clients, other agency personnel, the legislature and the media.
- Ability to make appropriate or acceptable compromises in order to meet goals and to garner support and cooperation from others.
- Ability to use sound judgment, define complex problems, and provide effective solutions.
- Ability to establish goals and structures, and examine the quality of services provided and take action to implement corrective measures as necessary.

Minimum Qualifications
- Bachelor’s Degree in Human Resources Administration/Management, Business Administration/Management, Organizational Development, Communication, Psychology or related field.
- Five years of progressively responsible experience administering human resources and labor relations.
- Three years of direct work unit management and supervisory experience.
- Master’s degree and professional certification as an HCI PHR or SPHR or SHRM-CP or SCP preferred.
- Other combinations of related education and experience may be considered.
