This position may be eligible for a statutory $1.00 an hour base pay increase effective on July 1, 2026.

JOB DUTIES:
As our Business Intelligence Analyst, your work will focus on supporting continuing efforts around quality assurance in service delivery to our customers. By building innovative reporting tools, fostering cross-functional collaboration, streamlining workflows, and leveraging data to drive program outcomes, you’ll help our new team continuously enhance the Workforce Services Division’s support for job seekers, businesses, internal and external stakeholders.
- Improved Program Performance & Compliance
- Identify inefficiencies and refine workflows to boost outcomes and federal/state compliance.
- Surface performance dips early to enable proactive responses and reduce audit risk.
- Enhanced Accountability & Transparency
- Develop regular reports and shared dashboards so every team —internal and external— sees the same up-to-date-story.
- Foster a culture of ownership and continuous improvement through consistent data visibility.
- Stronger Cross Team Collaboration
- Serve as the bridge between technical/data teams and operational staff, translating insights into action for each stakeholder.
- Coordinate planning with QA, Program Management, other WSD Bureaus, and other parts of DLI to eliminate silos and duplicated effort.
- Standardized & Scalable Processes
- Create structured process documentation and evaluation frameworks that streamline onboarding, training, and policy rollout.
- Reduce variability in service delivery by embedding best practices across the division.
- Increased Staff Empowerment & Engagement
- Equip front-line staff and managers with tools to see their impact and tie daily tasks to broader goals — boosting morale and ownership.
- More Effective Training & Support
- Use data insights to target training where it’s needed most and measure its effectiveness through performance metrics.
- Partner with the Division Training Coordinator to close knowledge gaps and continuously refine curriculum.
KNOWLEDGE, SKILLS AND ABILITIES:
If you are the right person for this opportunity, you will have the following knowledge, skills or abilities:
- Business Workflow Development & Evaluation: Provide integral assistance in the design, documentation, and continuous improvement of business workflows — ensuring clarity, efficiency, and compliance.
- Data, Data, Data: Experience working with large datasets and data systems for research, analysis, and visualization. Possess strong skills in data warehousing, BI tools, SQL, Excel, R and Tableau.
- KPI Development & Monitoring: Support the team lead in defining, tracking, and reporting on Key Performance Indicators tied to productivity and customer service goals — translating big picture objectives into measurable milestones.
- Workforce Development Program Targets: Assist in setting targets for program performance aligned with State Workforce Innovation Board priorities.
- Actionable Insights: Synthesize complex analyses into clear, prioritized recommendations for Division leadership enabling them to be data empowered.
- Strong Analytical Mindset: Ability to distill large data sets into clear narratives and recommendations.
- Excellent written and verbal communication: Adept at tailoring messages for technical and non-technical audiences.
- Collaborative Work Style: Demonstrated success managing cross-team projects in a fast-paced environment.
- Continuous Improvement: Ability and desire to continuously learn new skills and methods.
MINIMUM QUALIFICATIONS
Candidates with a strong mix of the attributes listed in the above Knowledge, Skills and Abilities (KSAs) in the fields of education, business administration, workforce services, operations, software development or other related fields are desired. Candidates may demonstrate competency in the KSAs through at least eight years’ directly related experience, formal education (including certificates, credentials, or degree-based programs), or a combination of both. Candidates should clearly describe how their experience and education meet the identified KSAs and provide examples in their cover letter that demonstrate their qualifications.
Preferred Attributes
- Experience working with Snowflake databases.
- Familiarity with WIOA programs, workforce development workflows, or other state administered services.
- A natural collaborator who genuinely enjoys coaching colleagues through data-driven change.
- Demonstrate curiosity in exploring new approaches to your role, conducting research, and effectively sharing findings with the team.
- The ability to quickly adapt to shifting priorities and a fast-paced environment, reassessing tasks as new issues and directives arise.
- Ability to turn dry data into engaging insights and smooth over rough spots when collaborating with diverse personalities.
